I am an EU citizen looking to invest in some rural property in Bulgaria, but I am finding the regulations around buying agricultural land quite confusing. Specifically, are there still restrictions on foreign ownership, and what steps are required if I eventually want to change the land status to residential or commercial? Additionally, how do existing long-term lease agreements with local farmers affect my rights as a new landowner?

As an EU citizen, you actually have the right to buy agricultural land in Bulgaria now that the moratoriums have lifted, but you still need to register with BULSTAT within 7 days of the purchase.

Changing the status from agricultural to residential is a notorious bureaucratic headache. It involves the Ministry of Agriculture and can take anywhere from several months to a couple of years depending on the category of the land.

Regarding the leases, be very careful! Under Bulgarian law, registered long-term lease agreements stay in effect even if the land changes ownership. You inherit the tenant until the contract expires.

Also keep in mind that EU citizens buying agricultural land used to face a residence requirement, but that was scrapped. However, if you want to buy *forest* land, the rules are completely different and much stricter.

Once you successfully change the land status to commercial or residential, you also inherit a whole new set of municipal taxes and obligations. Rural municipalities can sometimes be very slow in processing these urban plan changes.
